Brabners Chaffe Street advises on major changes to Hong Kong Football Association
13/05/2011Leading North West law firm Brabners Chaffe Street is part of a team who has advised the Hong Kong Football Association (HKFA) on a series of reforms that will see the introduction of a fully professional league in 2012.
Last month members of the HKFA unanimously approved constitutional changes to the organisation which will see it will implement a raft of recommendations made in the government of Hong Kong's ‘Project Phoenix' consultancy report.
Scott Wilson was appointed by the HKFA last November as the ‘change agent'. Brabners Chaffe Street's Mike Blood was part of the ‘change agent' team along with Mark Sutcliffe, project team leader, and Paul Woodland of Scott Wilson, David Davies, former chief executive of the FA and Stewart Rogers of Nolan Partners.
The ‘change agent' team made 33 recommendations dealing mainly with improving the HKFA's governance and structure. Major changes include the appointment of independent directors, a broader membership and a set of clear and transparent election codes.
The government of Hong Kong and the Jockey Club, who provide significant funding for all sporting charitable projects within Hong Kong, required change before they would invest in the game of football and facilities.
Partner Mike Blood, whose role was to re-write the constitution and company and regulatory framework for the new Hong Kong Football Association, said: “The aim of this transformation is to boost government and private sector interest through both sponsorship and broadcasting to create a flourishing sustainable professional league played in significantly improved facilities. The 9 million population of Hong Kong will reap the benefits of this increased investment.”
